			<content:encoded><![CDATA[<p>About 86 percent of Ohio’s small businesses will be eligible for a tax credit that’s aimed at helping employers pay for their workers’ <a href="http://www.healthinsurancebrokeronline.com/States/Ohio/index.html" target="_blank">Ohio health insurance</a> coverage, according to a report from a left-leaning consumer group.<br />
The catch is, a company can’t have more than 25 employees to be considered a small business. Businesses will be eligible this year for the tax credits, which were included in the Patient Protection and Affordable Care Act, the name of the controversial health reform package that passed earlier this year.<br />
In Ohio, nearly 128,000 businesses will be eligible for the tax credits, according to a statement from consumer group Families USA. In Minnesota, about 84 percent of small business are eligible for the credits.<br />
The maximum tax credit equals 35 percent of the cost of health coverage. Employers with 10 or fewer workers who earn an average wage of less than $25,000 are eligible for it. As the number of employees and their average wages rise, the tax credit is reduced on a sliding scale, Families USA said.<br />
Of course, it’s important to consider the sources of the criticism. The Chamber of Commerce spent millions lobbying against health reform and would have a tough time saving face if it came out in support of any of the law’s provisions. The NFIB gives 96 percent of its campaign contributions to Republicans and supports a conservative agenda of lower taxes and less regulation, the Puget Sound Business Journal reported.<br />
Families USA, by contrast, is generally known as a liberal organization so it’s no surprise that it’d put out reports praising Democrat-led health reform. So as usual, one’s opinion on health reform and its supposed benefits or detriments is determined less by facts and more by one’s political leanings.</p>

			<content:encoded><![CDATA[<p>The results of new investigations into health insurer rate hikes are heading to the desk of California Insurance Commissioner Steve Poizner in the coming week. A state consultant who found errors in Anthem Blue Cross’ rate filings is expected to deliver his findings on two of its competitors, Aetna Inc. and Blue Shield of California.</p>
<p>The consultant, actuary David Axene, is trying to determine whether the insurers spend at least 70 cents of every dollar they collect in premiums on medical claims, as required by state law. Axene found numerous calculation mistakes in Anthem’s paperwork in April, prompting California’s largest for-profit health insurer to cancel rate hikes averaging 25% &#8212; and reaching as high as 39%  for many of its estimated 800,000 individual policyholders.</p>
<p>The Woodland Hills insurer has submitted a new plan calling for an average hike of 14% and a maximum of 20%. Axene is examining that filing and is expected to report to the state by mid-August, officials said.</p>
<p>Aetna withdrew its plan last month for an average 19% rate hike for its 65,000 individual policyholders after its own review uncovered math errors about the same time that Axene discovered the mistakes. The insurer filed a revised plan, which Axene is now studying.</p>
<p>Blue Shield is seeking rate hikes averaging 18% for its 240,000 individual policyholders. It is waiting for Axene’s report to move forward. Axene also will review a filing submitted Thursday by Health Net Inc. and report back in six weeks, officials said. <a href="http://www.healthinsurancebrokeronline.com/States/California/index.html" target="_blank">Health Insurance California</a> is seeking an average 16% rate hike for 38,000 individual policyholders, according to its filing.</p>

No major storms have impacted the area, but that&#8217;s not translating into lower <a href="http://www.premierhomeownersinsurance.com/" target="_blank">homeowners insurance </a>rates, which are quietly and steadily on the rise.Despite Mother Nature giving the insurance industry a reprieve after several brutal hurricane seasons, insurance rates will go up no matter how many storms do/don&#8217;t hit.</p>
<p>Customers are caught in a skirmish between insurance companies looking for more money and financially strapped Florida homeowners fighting unsustainable costs for insurance. Legally, insurers can&#8217;t automatically boost rates more than 15 percent each year, but they can apply for smaller hikes.In most cases, state regulators are allowing insurers to raise rates rather than face the risk of more companies leaving the state.</p>
<p>Dulce Suarez-Resnick of NCF insurance says five big companies already went out of business statewide and more than 100,000 consumers were forced into finding new policies on May 1st. She said insurance companies are also now choosing safer, mid-state policies rather than riskier South Florida homeowners.</p>
<p>&#8220;The more companies go out of business, the more homeowners will be forced into looking for more coverage and rates will continue to climb. The problem is getting worse,&#8221; Resnick-Suarez said.So, how can South Floridians cut those growing bills? Consider raising your deductibles and paying more of your out-of-pocket expenses. Combine policies like car and homeowners coverage with one company to get even cheaper rates.</p>

			<content:encoded><![CDATA[<p>Quality, affordable health care is easy to take for granted if you have access to it, but it&#8217;s an enviable commodity for North Carolinians with pre-existing conditions. In the past, medical issues such as cancer or multiple sclerosis prevented people suffering from these diseases from having access to affordable insurance, or even to coverage at all.</p>
<p>That changed 18 months ago in North Carolina with the creation of Inclusive Health, the <a href="http://www.northcarolinahealthinsuranceweb.com/" target="_blank">North Carolina Health Insurance </a>Risk Pool. The organization offers insurance policies to high-risk individuals at only a slightly higher rate than to people without health issues.</p>
<p>Executive Director Michael Keough says the savings for the participants are significant. &#8220;Our rates are capped, by law, at 150 percent of the market average for people who typically would run into rates two to five times higher.&#8221; Prior to enrollment, some people were paying premiums as high as $3000 a month for health insurance coverage, Keough says. Enrolling in the state program reduces premiums by 50 percent, on average.</p>
<p>The addition of the federal program, part of this spring&#8217;s health care reform legislation, will reduce rates even further for people who have had no access to insurance. Out of the 3,900 people currently enrolled in Inclusive Health, roughly 20 percent will benefit from the federal program. Their savings will be significant. Currently, a 50-year-old woman in the high-risk pool pays $561 a month. The federal program would reduce her rate to $347 each month, Keough explains.</p>
<p>&#8220;The rates for the federal pool are 100 percent - in other words the same as they would be for a person in the individual market who has no pre-existing condition. So it&#8217;s a real break and a significant improvement.&#8221; The government is banking on the fact that more people will enroll in the more affordable insurance program, making it easier to fund such a costly endeavor</p>

			<content:encoded><![CDATA[<p>BOSTON June 29 (Reuters) - WellPoint Inc (WLP.N) has warned some 470,000 people who applied for its <a href="http://www.definitionofhealthinsurance.com/" target="_blank">health insurance</a> that a website security glitch may have exposed their Social Security numbers and other sensitive data to the public.</p>
<p>The top U.S. health insurer by membership learned of the problem in March when an applicant sued the company, saying she was able to obtain information in other people&#8217;s applications for health insurance by manipulating URLs to a site that tracks membership applications, said WellPoint spokeswoman Cindy Sanders.</p>
<p>WellPoint quickly fixed the glitch, which was introduced in October by a contractor who upgraded the site, according to Sanders.  The company believes that the security glitch was exploited to access information on 940 insurance applications. Separately, unauthorized viewers accessed spreadsheets that &#8220;in rare cases&#8221; contained Social Security numbers, Sanders said.</p>
<p>WellPoint is doing forensic work to identify the applicants whose data was compromised. &#8220;At this time we don&#8217;t know exactly whose information was accessed,&#8221; she said.</p>
<p>In the meantime, WellPoint has offered one year of identity-theft protection services to all 470,000 applicants.</p>
<p>Sanders declined to say how much it would cost WellPoint to provide those services and pay for other expenses related to the security breach.</p>
<p>It affected applicants for individual health insurance policies under the age of 65, she said. WellPoint members who obtain their insurance through their employer were not affected.  The insurer does business in 14 U.S. states including California, Colorado, Indiana, Ohio, Nevada and Wisconsin.</p>
